The Homeless Situation in My City

Why are homeless people homeless? In my city, if you pull up to a gas pump or walk into a convenience store, half of the time you will be approached by a male asking for money.
I have had a few exchanges with these panhandlers. One guy asked if I had any spare change so he could buy a burrito. I told him no, all I had was a credit card but I would be more than happy to go buy him a burrito. He said forget it and moved on to the next person.

In every single encounter with a person panhandling, they always want cash or change, even if they pretend to want food. If you give them money, they won't walk into the store to buy food. No, they walk across the street to buy drugs.
There is an ancient saying I like to apply in this context: DO NOT HELP HE WHO IS AN IDLER. Now, if a person approaches me begging for spare change, I tell them, "Change? You are the only one who can get that. Can't do it for you."
